With reference to the Belgium report for session three on EWC's. I would like to make the following comments on your questions.

1 EWCs are supposed to be designed for all employees as a consultative forum. Trade Unions try to ensure that all employees on these councils are elected Trade Union Representatives, rather than employees appointed by employers.

2 Trade Unions in Britain try to ensure only democratically elected representatives accountable to the Trade Unions are works council representatives. Some companies do appoint worker representatives who have little accountablity to employees.
