RESPONDING TO GLOBALISATION


1.) We discussed the Action Plan of ICFTU-APRO, considering the Korean labor situation.

  • Creation of Jobs: we agreed that more jobs are needed and youth’s entrance in labor market is urgent in Asian region including Korea.
  • Company level negotiation: we reaffirmed it as weakness of Korea labor movement that Korea trade unions’ organizational system is based on enterprise-level. And we agreed that the urgent task of Korean trade union movement is to transform its organization system from enterprise-level into industry-level. We discussed about the fact that there has not been industry-level negotiation to cover social plans in Korea. We, therefore, concluded that, considering the Korean situation, we should enlarge the range of negation into industry-level.
  • Implementation of Social Programs for the unemployed: we agreed that the unemployment is not individual problem, but should be social issue. We concluded that the government has a responsibility to implement social policies to protect the unemployed, to create jobs for them, to train them.
  • Implementation of labor-intensive public workers program: we agreed that the expansion of public works is very important to maintain employment and deliver the social service for the people. But we confirmed that the management of public works should be more transparent and efficient for the benefits of working people considering the Korean experience.
  • Extension of education provision: we reaffirmed that life-long education and training is very important for the development of Society as well as individuals. And we concluded that any form of child labor should be abolished.
  • Improvement of Health and Safety at work: we reaffirmed that workers should work healthily and safely in any occasion. And labor laws related to this issue should be more supplemented.
  • Development of Social Security system: we agreed that social security system should be more complemented, especially after the IMF-managed society. we concluded that management of the security system such as unemployment, medical insurance, national pension, industrial injury should be further enlarged.
  • Guarantee of basic needs: we reaffirmed the importance of government’s roles for the guarantee of housing, medicine, health, education, as well as the basic needs such as food, fuel, shelter.
  • Special focus on women workers: we agreed that women workers have been discriminated in the areas of wage, working condition, promotions, and social status. We confirmed that special focus on women workers is still needed.
  • Review of Labor laws and Practices: we agreed that workers’ basic rights and autonomy of industrial relations in Korea are not fully guaranteed by the government, and that the current labor laws don’t cover all the issues and agendas which take place in industrial relations as well as in the workplaces. We, therefore, concluded that the Korean labor laws still have many articles which should be improved for the guarantee of workers’ basic rights such as the right to act collectively in public sector.

2.) And then we discussed the additional Action Plans in the Asian region as follows:

  • Extension of Social Alliance: we discussed that trade union movement should build and extend the alliance with other civil and social movement groups based on the community. And we concluded that trade union movement should not be isolated politically and socially, and that should construct and organize the "strategic post" in the community.
  • Controlling the TNCs: we reaffirmed that Korea trade union movement should make more efforts to compel the Korean TNCs such as Daewoo, Hyundai and Kia to guarantee the basic rights, to pay due wages, to play the useful roles in the community, when they invest overseas, especially in the Asian region.
  • Strengthening Independence and Democracy of Trade Unions: we discussed that trade union movement should step up its democracy by the rank and file membership and independence from the state and capital in order to accomplish the above-mentioned Action Plans.

"It was interesting that we were able to know and understand the labor situation in the Asian countries as well as globalization."

"It was difficult for me to understand the real meaning of globalization. The theme was somehow difficult for me"

"I could not succeed to apply the theme of the program to the concrete situation of workplace where I work , and to explain it to workers easily."

"In the beginning, 12 participants joined the seminar. But, 2-3 persons of participants has been always absent from seminars. If all participants had joined the seminars, it could been helpful and meaningful for all of us."

"I think that language problem was one weakness of our program. When I visited the ISC web site, I was not able to read it."

"The period from February to May is usually the time to organize the bargaining and industrial action in Korea. I have been absent from the seminars 3 times because I had to deal with the bargaining in the workplace."

"Because the methodology of seminars was based on reading and discussion, they were more or less monotonous and boring."

"The education material was excellent. It was simple and well focused on globalization."

"As well as the education material itself, the translation article(South Africa in the Global Economy by TURP) in the Labor Society Bulletin was very helpful for me to understand the comprehensive issues concerning the globalization."

"The contents of material was more or less abstract to apply it to reality."

"The examples in the materials were inclined not to reflect our Korean situation, so some contents and themes were strange to us."

"I realized that everywhere the workers have suffered from common problems."

"Their experiences and situations are very similar to ours. It is the concrete result of globalization."

"The issue of child labor in Pakistan and India was very impressive and strange to me. Ive learnt the importance of international solidarity to remove such kind of evil labor."

"So far, I have thought the issue of labor movement in isolation and nationally. But, thanks to the information from other groups, Ive started to think it globally."

"Before my participating in the seminar, the issue of overseas workers had been very strange to me, and I had no concerns about it. But, after my participation, I have been interested in international labor movement and have kept the concerns about migrant workers in Korea."

"I was able to get some know-how and idea as to organize the study circle."

"Before my participation in the seminar, Ive never seen and used the Internet through this opportunity, I had an access to the Internet."

"This opportunity was the first experience for me to get a contact with foreign workers, while it was indirect contact. So it was great and exciting."

"As well as reading and discussion, how about using the various education methodology such as watching VCR?"

"I would like to organizer and facilitator to try to continuously expand this kind of education activity."

"I want to see other groups comrades through photo."

"I am planning to organize the similar seminars to the ISC program in my union."

"I have written the seminar reports in my unions newsletter from session 1 to now."

"I am going to make the education material to deal with the issue of globalization for union activists using the ISC materials."


2) Evaluation from Facilitator

It suggested well to the facilitator how to guide the seminar, how to organize the discussion, how to deal with the issue of globalization. And, it is well simply and easily written for me to apply itself to the program. (I provided for the participants the arranged translation of South Africa in Global Economy as well as our material.)

I failed to well organize the communication between groups because of my problems. Firstly, I failed to send the session report until the scheduled date many times. Secondly, I failed to translate all kind of reports from groups and provide it for the Korean group. I would like to deliver my apology to other comrades not to contribute fully myself to successful management of the program.

We have used Internet very successful. Most of the participants were good at Internet and they have visited the ISC Website after the seminars. There were no technical problems to use Internet.

I think that seminar methodology be various. Reading material and discussing the theme concerned may make the participants monotonous and bored. Therefore, how about including the methodological program to make the seminar more attractive and dynamic in the planning meeting or evaluation meeting.

When I consider the activity of Korean participants separately from the Asian groups, I think that I well organized the seminars and attracted the participants to the program successfully and succeeded to make the participants deepen their concerns about the globalization and international solidarity.

But, when I consider the activity of all groups, I failed to conduct my role and tasks as planned. Many times, my session report have been delivered later than scheduled, and this made other groups difficult (or impossible) to share Korea situation and experience (and, in turn, this problem has resulted in hindering the Korean group from sharing other groups).

Concerning the role as facilitator, I had three problems. Firstly, I failed to organize and arrange my responsibility and tasks for the program due to my crowded schedule and works in my organization. I think this resulted from my lack of responsibility as well as my immaturity to organize the project. Secondly, I have suffered from my personal problem related to family from the early of April. Over 2 weeks I have not been able to do my works and have been in hospital. Thirdly, This period from March to June was difficult time to organize the seminar steadily due to that the Spring is usually the season of wage and bargaining struggle in Korea, especially that this Spring was combined with the nation-wide workers struggle against the SAP lead by the government. (Unfortunately, the struggle was failed.)

Firstly, I think that we may consider how to make all the participants in six groups to get more direct and indirect contact such as exchange of each groups photo or each countries labor souvenir like as T-shirt or head band, and include it in the initial plan.

Secondly, in order to manage the seminar and program steadily, we may consider the placement of two facilitators and include it in the initial plan.

Thirdly, we may use the audio-visual materials such as the video tapes or TV programs to deal with the issue or theme concerned as well as the written or printed materials, and include it in one session or two.
